Correction, I am wrong here: One *can* vote against an entire bill (by
voting for the null draft).  So, could special interests abuse that
and "filibuster" a bill?  Assuming a secure means of online voting,
with a single vote per citizen, they would have to engage in something
like vote buying -- ineffective, probably, if we also assume blind
ballots.
