I apologize, I should not have answered your point about school boards
-- a very sensible point -- by predicting a 'world government'.  It's
completely absurd in that context.

I was trying to say that a nascent *international* legislature would
attract a great deal of participation.  And that, in turn, would
affect participation in *national* legislatures.  And so on, down the
jurisdictional hierarchy.

Please read my post as a thought experiment (crudely expressed) and do
not take offense,
